Senate upholds IPOB ban, reshuffles leadership of committees

• Worried about implementation of 2017 budget
The Senate has supported the Federal Government’ s ban on the activities of the Indigenous People of Biafra ( IPOB ). It also advised that all groups seeking to pursue any agitation should do so through the constitutional means.
This resolution was announced by the Senate President , Abubakar Bukola Saraki. The Senate spokesman , Aliyu Abdullahi Sabi , told journalists after plenary yesterday that IPOB through the extant law has been proscribed .
He said the legal process has been complied with in the terrorism act as the Attorney- General , Abubakar Malami, has done the needful. He said : “ For us , that law itself is based on our constitution . So , what we are saying here is if the Federal Government has taken the legal process to proscribe IPOB , as far as the Senate is concerned , that is the law of the land until a court of competent jurisdiction says otherwise . ”
In another development , the Senate has also reshuffled the leadership of some committees . Senator Andy Ubah, representing Anambra central , who was Chairman , Public Accounts now heads Committee on Interior.

Capital Market Development . The Senate also reviewed the performance of the economy and told the executive to increase funding of the 2017 budget to avoid the economy from sliding back into recession.
The upper legislative chamber specifically expressed dismay that $ 9 billion has been lost in the name of stabilising the value of the naira. It expressed worries that only about ten per cent of the N 7 . 4 trillion budget has been implemented so far with barely three months to the end of the year .
It therefore summoned the Ministers of Finance as well as Budget and National Planning , Kemi Adeosun and Senator Udoma Udo Udoma, to explain the non - release of money to fund the budget .
Meanwhile , the Deputy Director of Information in the Federal Ministry of Finance, Mrs . Patricia Deworitshe said the Federal Government has , to date , released N 336 billion from the 2017 budget to Federal Ministries, Departments and Agencies ( MDAs ) for funding of capital projects in the first quarter of 2017 .
Two separate motions passed yesterday on the issues of recession and budget implementation raised critical questions about the genuineness of government ’ s intention in reviving the national economy .
Senator Yahaya Abdullahi of the All Progressives Congress ( APC) from Kebbi State who sponsored the motion tagged “ Stabilizing and sustaining post recession growth of the economy ” said the level of harmony between the fiscal and monetary policies of government is still very low .
The motion, which was unanimously passed, lamented that “ relatively stable exchange rates of N365 to the dollar ( parallel ) and N305 to the dollar ( official ) was achieved at a great cost to the nation , ” adding that “ the Central Bank of Nigeria has spent nearly $ 9 billion to support the naira. ”

Arsenal yesterday expressed their solidarity with Nigeria as the country celebrated its 57th Independence anniversary.
The London club that was home to former Super Eagles’ captain, Nwankwo Kanu, defeated Brighton 2-0 to move to the fifth position in the English Premiership. Iwobi scored one of the goals, which Arsenal promptly acknowledged in their twitter handle.
Nacho Monreal opened scores for the Gunners early in the 16th minute from close range, while Iwobi doubled it after the break to take Arsenal to the fifth position on the log on the same 13 points as fourth-placed Chelsea, who have superior goals aggregate.
Saluting Iwobi’s goal, Arsenal wrote: “Happy Nigerian Independence Day to all those celebrating. We’re hoping that #BIG17 goal has made the occasion even sweeter.”
The victory came on the 21st anniversary of Arsene Wenger’s appointment as Arsenal manager.
Iwobi’s return to action puts to rest the anxiety felt by many Nigerians over his availability for next Saturday’s Russia 2018 World Cup qualifier against Zambia. He is expected to arrive in Uyo today to join his mates in the build up to the crucial clash with Zambia.
Already, China-based Odion Ighalo and Skipper John Obi Mikel have arrived in the country for the game.
Ighalo came into the country from China on Thursday, while Mikel was expected to arrive yesterday.
The team will be camped at the Le Meridien Ibom Hotel and Golf Resort, Uyo, which has been their base since the beginning of the qualifying series.
Meanwhile, Super Eagles’ opponents in the World Cup qualifier, Zambia arrived in Accra yesterday to continue their preparation for the game scheduled to kick off by 5.00 p.m. on Saturday.
Coach Wedson Nyirenda travelled to Accra with the first batch of six players and some technical staff yesterday before they were joined by the second batch, which arrived later in the day aboard a South African Airways flight.
According to the Football Association of Zambia (FAZ), the foreign-based players are expected to join the camp in Ghana after featuring for their clubs at the weekend, while the team will arrive in Uyo on Thursday for the Group B encounter.
Nigeria lead Group B on 10 points, Zambia is second on seven points with Cameroun on three points, while Algeria is stuck at the bottom with one point.

“Doc, I drink coffee a lot. I feel more alert each time I start my day with a cup of coffee in the morning. I seem to remember things more with clarity. What does coffee do to our body, does it improve our memory and make us more alert?”
That was a responder and a teacher in one of the secondary schools in Lagos, that was after he read my submission on “Ageing – 10 ways to prevent brain damage.”
In a paper presented by Prof Esther Heerema, and reviewed by a “Board Certified Physicians”, published in VeryWell magazine, it was agreed that one theory out there is that caffeine(coffee), which has been associated with a lower risk of Alzheimer’s Disease, when consumed in middle life, can also help improve your cognitive functioning now.
Sounds great to me. Although I am not a big coffee drinker, I do like coffee flavour, and gravitate towards decaffeinated coffee. So if caffeine can help our memories that is great news.
For millions of people in Nigeria, out there who love their daily coffee, this is the perfect reason to keep that morning routine coffee-cap – not that you actually need a reason to continue your cappuccino indulgence.
What is caffeine?
• Caffeine is a stimulant of the central nervous system, found in coffee, tea, cocoa, and cola drinks. Its action combats fatigue, but it is a comparatively mild drug. It is also a “diuretic” i.e. it increases the urine output of the kidneys. Medically, caffeine is often included in headache pills, to counteract the dulling effect of the pain-killing ingredients.
• Abuse of caffeine is unlikely because of the large quantities necessary, but those who drink considerable amounts of coffee probably have a mild psychic dependence, because of the feelings of tiredness experienced when the stimulation wears off.
What are the research findings on coffee?
1) – A recent study published in 2014, conducted at John Hopkins University, shows that caffeine does improve memory.
2) – The journal Neuroscience found that when older adults consumed coffee, they demonstrated improved working memory compared to non-coffee-drinkers.
3) A third study found that bees who consumed caffeine, are more likely to remember floral scents, than those who consumed sucrose – of course the question with this type of study is whether that translates to humans or not.
4) – One study measured the combination Of caffeine and glucose, and found that, when administered together, the participants’ a) reaction time b) verbal memory and c) attention(concentration) were improved when compared to those who received only glucose or placebo.
5) – Another study compared those who took regular coffee to those who do not. The result showed that when both groups map-memorising-ability( a measure of their spatial memory) were taken they varied, with coffee drinkers at an advantage.
6) – One study showed that women, older than age 65 who had cardiovascular disease – and thus a higher risk of cognitive decline related to dementia, who took regular coffee – were better at cognitive assessment than non-coffee-drinkers.
7) – Caffeinated gum: According to one research study, caffeinated herbal gum was shown to be effective in improving memory.
How does coffee affect the memory of extroverts?
• Researchers in the study found that serial recall and memory of those who were extroverted and consumed coffee improved tremendously. Note that extroverts are associated with Attention Deficit Disorder (ADD). It was also found that coffee improved the speed of reaction and ability to receive and store new information.
Is coffee memory improvement a myth?
• Other studies cast doubt on the benefits of coffee for our memories. One such study, published in Journal of Alzheimer’s Disease, reviewed the research conducted thus far on coffee and cognition.
• Then concluded that coffee’s benefits, though exist, are limited to moderately increasing our focus, mood, and concentration, especially in the elderly, but very minimal in the young.
Conclusions and cautions.
• There is an extensive amount of research on coffee and it’s effect on memory and other cognitive processes.
• The results vary significantly, but there does appear to be general support of the idea that coffee boosts cognitive functioning, especially in the old and elderly.
• Some research indicates that the source of the caffeine is important, showing a benefit from one source and not the other.
• Finally, a caution, lest you decide that you can consume endless amounts of coffee, based on this short summary of research alone. Everything must be done in moderation.
• For some people there are health risks with even low levels of caffeine, and very high levels of caffeine have been shown to have the possibility of being detrimental to your health. So before you consume excess coffee be medically guided.

President Muhammadu Buhari has reassured Nigerians that the All Progressives Congress (APC) campaign-rallying cry to restore security, re-balance the economy and fight corruption was not all rhetoric.
  This is even as he described the era when oil prices was an average of $100 per barrel and oil production stood at about 2.1 million barrels a day, as a great piece of luck that was squandered and the country’s social and physical infrastructure neglected.
According to him, “we were left with no savings and huge infrastructure deficit.”
  The President, however, said his administration intends to accelerate progress and intensify its resolve to fix the country’s challenges and problems.
  In his Independence Day broadcast to mark the nation’s 57th anniversary, he said despite the trials and tribulations the country has gone through, October 1 remains a special date for all Nigerians as it marks the day when “we attained one of the most precious of human desires — freedom.”
The President stressed that the country must “first be secured. The economy must be re-balanced so that we do not depend on oil alone. We must fight corruption, which is Nigeria’s Number One Enemy. Our administration is tackling these tasks in earnest.”
  He said it was gratifying that in the past two years, Nigeria has recorded appreciable gains in political freedom.
  “A political party at the centre losing elections of State Governor, National Assembly seat and even State Assemblies to the opposition parties is new to Nigeria. Added to these are complete freedom to associate, to hold and disseminate opinions. Such developments clearly attest to the country’s growing political development. But like all freedoms, this is open to abuse.”
  Buhari said the call for restructuring was proper but regretted that it’s been hijacked by secessionists.   He said: “Recent calls on re-structuring, quite proper in a legitimate debate, has let in highly irresponsible groups to call for dismemberment of the country. We cannot and we will not allow such advocacy.  “As a young Army Officer, I took part from the beginning to the end in our tragic civil war costing about two million lives, resulting in fearful destruction and untold suffering. Those who are agitating for a re-run were not born by 1967 and have no idea of the horrendous consequences of the civil conflict, which we went through.
  “I am very disappointed that responsible leaders of these communities do not warn their hot-headed youths what the country went through. Those who were there should tell those who were not there the consequences of such folly.
  “At all events, proper dialogue and any desired constitutional changes should take place in a rational manner, at the National and State Assemblies. These are the proper and legal fora for national debate, not some lopsided, undemocratic body with pre-determined set of objectives.”   The President, while commending the Niger Delta leaders for restoring peace in the region, promised to address genuine grievances in the region soon. “Government is keeping up the momentum of dialogue with stakeholders in the Niger Delta to keep the peace. We intend to address genuine grievances of the communities. Government is grateful to the responsible leadership of those communities and will pursue lasting peace in the Niger Delta.”
  Buhari commended the military leadership in the country for working very hard to crush the activities of Boko Haram, and also the country’s neigbhours for their support in the fight against terrorism.
“On security, Nigerians must be grateful to our gallant Armed Forces for rolling back the frontiers of Boko Haram’s terrorism, defeating them and reducing them to cowardly attacks on soft and vulnerable targets.   “Nigeria is grateful to its neighbours and the international community for the collective efforts to defeat this world-wide menace of terrorism.
“Not even the most organised and most equipped police and security forces in the world can escape the menace of modern day terrorism, as we have seen in recent years in Europe and other parts of the world. But we are not letting up,” he affirmed.    The President further reiterated his administration’s commitment to ensure the release of the remaining Chibok girls as well as other persons in Boko Haram captivity.
With respect to the economy, Buhari said government has remained proactive in its diversification policy, noting that Federal Government’s agricultural Anchor Borrowers Programme, which was launched in November 2015, has been an outstanding success.
He disclosed that a new presidential initiative would start with each state of the federation creating a minimum of 10,000 jobs for unemployed youths with the aid of the Central Bank of Nigeria’s development finance initiatives.
  The President admitted that power has remained a huge problem for the country but expressed optimism that his administration would attain 10,000 megawatts by 2020.
  “Power remains a huge problem. As of September 12th, production of power reached an all time high of 7,001 megawatts. Government is increasing its investment, clearing up the operational and financial logjam bedeviling the industry. We hope to reach 10,000 megawatts by 2020.   “Elsewhere in the economy, the special window created for manufacturers, investors and exporters, foreign exchange requirements has proved very effective. Since April, about $7 billion has come through this window alone. The main effect of these policies is improved confidence in the economy and better investment sentiments.
“The country has recorded seven consecutive months of lower inflation, naira rate is beginning to stabilise, appreciating from N525 per $1 in February this year to N360 today. Broad-based economic growth is leading us out of recession.”
  On the fight against corruption, the President admitted that it has not been an easy task but assured that his administration would see the war to its logical conclusion.   “We are fully aware that fighting corruption was never going to be a straightforward task. We expected corrupt elements to use any weapon to fight back, mainly judicial obstruction and political diversion. But we are determined to eradicate corruption from our body politic.   “In this fight, the government has empowered teams of prosecutors, assembled detailed databases, and accelerated the recovery of stolen funds.  “The administration’s new institutional reforms include enforcing Treasury Single Account, Whistle-Blowers Policy, Integrated Payroll Personnel and Information System.
  “We have signed multi-lateral cooperation agreements on criminal matters with friendly countries. There are signs of increasing cooperation from the Judiciary. Recently, the Chief Justice of the Federation directed Heads of all our Courts of first instance and Appeal to accelerate hearings of corruption cases and dismiss any judicial officers found to have been compromised.
  “I commend the National Assembly for refocusing on its oversight committees. They should, in addition, ensure swift passage of enabling corruption laws. But fighting corruption is a bottom to top operation. I call on all Nigerians to combat corruption at every turn. By not asking for and refusing to accept a bribe, by reporting unethical practices or by blowing a whistle, together we can beat corruption. The government for its part will work for accountability at all levels – Federal, State and Local Governments. CHANGE will then be real,” the President said.

The United States of America has released $54 million, in addition to humanitarian assistance to Nigeria, Cameroon, Chad, and other countries devastated by Boko Haram and ISIS-West Africa violence.
US Under Secretary for Political Affairs, Thomas Shannon, announced this at a symposium tagged ‘Nigeria: Challenges and Prospects for Advancing Durable Peace,” organised by the US Institute of Peace, in Washington, DC.
Shannon said the US government’s humanitarian assistance to the countries affected by Boko Haram violence totalled about $700 million, since 2015.
“On security issues, Nigeria is an important leader and partner in the Lake Chad Basin, collaborating with its neighbours, to defeat the scourge of Boko Haram and ISIS-West Africa.
“The United States supports this and other efforts to bring security and stability to citizens affected by violence.
“At the United Nations last week, the US government announced $54 million in additional humanitarian assistance for the Lake Chad region, bringing the total to almost $700 million over the past two years.”
Shannon added that while humanitarian support is an immediate necessity, it cannot be a long-term solution.
“When Nigeria’s northern governors came to this institution, in late 2016, the clear consensus was that addressing the war and poverty-plaguing North East Nigeria required robust initiatives for education, reconciliation and political inclusion.
“I am pleased the working group is bringing together your collective years of experience as spiritual leaders, military commanders, journalists, election officials, human rights advocates and educators to develop strategies to address these enduring challenges. The United States is proud to be your partner in these vital efforts.
“Your work, to defuse conflicts over a range of issues, from elections, to land use, inspires us all,” Shannon added.
The envoy recalled his bilateral meeting with the Minister of Foreign Affairs, Geoffrey Onyeama, on the sidelines of the 72nd UN General Assembly and said they had robust engagements about the Boko Haram crisis and other pressing issues.
“My meeting with the foreign affairs minister, last week, was a great opportunity to learn more about what else the Nigerian government is trying to accomplish on the security front.
“It is clear to me that Nigeria is well aware that the fight against terrorism will be won, not only by the military’s conduct on the battlefield, but, also, by its conduct off the field.
“Nigeria understands that human rights abuses and impunity tarnish its international reputation, undermine the trust of its citizens, impede counter-terrorism efforts, and ultimately hinder our ability to fully partner with Nigeria.”

President Muhammadu Buhari has warned the military and security agencies to stand firm against any form of violent separatists, saying the military would be the biggest casualty should it failed to act promptly.
“The security of the country is in the hands of God and your hands. If you don’t stand firm, you will be the biggest casualty. If Nigeria does not exist, the first to be unsecured are the security agencies because no matter how many parts Nigeria divides, nobody would take his general to come and serve in his own locality not to talk of pension and gratuity,” Buhari declared yesterday at the Maimalari Cantonment, which houses the headquarters of the counter-insurgency operation, Operation Lafiya Dole.
He said he was in Maiduguri to mark the nation’s independence with troops at the frontline battling to end Boko Haram in the North-east.
“I thought the only honor I can present to the military and law enforcement agencies and all stakeholders on this great day is to come and see those of you at the frontline. I am very pleased that the nation, responsible opinion the world over, have congratulated this government for the progress made so far, and I personally thank the governor of this state for his courage for standing firm in the midst of the crisis,” he said.
Buhari said he expected absolute loyalty from the military and all security agencies.
“Even for selfish reason, your loyalty has to be with the centre in all. I assure you that as long as I breath and legitimately participate in this system, I will make sure your rights in Nigeria will be guided jealously. I expect in return from you loyalty and loyalty is from the bottom to up from Private, Lance Corporal to Sergeant up to the Generals commanding formations and to the service chiefs, otherwise the centre will not hold and this centre is determined to hold,” he declared.
He said despite his health failure in the past six months, he has never forgotten how much the military mean to the country. He assured that resources available to the country under his leadership would be available to the security agencies to discharge their duties.
Chief of Defence Staff, Gen. Gabriel Olonisakin said the decision of the president to visit troops was “very significant.”
He said it was in recognition of the services rendered by the members of the armed forces and security agencies deployed in keeping the nation strong and indivisible despite her challenges.
Gen. Olonisakin said the visit was unprecedented and would boost the morale of troops to work further.
President Buhari arrived the Maimalari Cantonment located at the outskirts of Maiduguri in a military chopper at about 11:47am. He was received by the Defence Chief, Gen Olonisakin, other service chiefs, Lt Gen Tukur Buratai (Army), Air Mashal Sadiqque Abubakar (Airforce) and Rear Admiral Ibok-Ette Ibas (Navy). Borno State Governor, Kashim Shettima accompanied him from the airport.
